La politique du patrimoine culturel immatériel au Brésil : une volonté politique de démocratisation et d'inclusion des "minorités" ?

International audiencePublic policy related to intangible heritage is particularly active and voluntary in Brazil and is characterized by an explicit valorization of its minorities. The specific case of Afro-Brazilians intangible cultural heritage, afro-descent population suffering from a strong discrimination, is addressed here through the study of three intangible cultural heritages: samba de roda, the ciranda of Lia Itamaraca and the jongo. The study of the implementation of those various projects also raises the limitations of these safeguarding programs, whether international, federal or regional. By the way, political and identity issues stressed here fall under one question: Which Nation and which citizenship Brazil aims to implement through its policy of inclusion by means of intangible heritage?La politique publique liée au patrimoine immatériel est particulièrement active et volontaire au Brésil et se caractérise par une volonté de valorisation explicite de ses minorités. Le cas spécifique du patrimoine culturel immatériel des Afro-brésiliens, populations souffrant particulièrement de discriminations, est ici abordé au travers de l’étude de trois patrimoines culturels immatériels : la samba de roda, la ciranda de Lia de Itamaraca et le jongo. La mise en avant des différentes réalisations soulèvera également les limitations de ces programmes de soutien qu’ils soient internationaux, fédéraux ou régionaux. Les enjeux politiques et identitaires soulevés ici relèvent en fait de la question suivante : Quelle Nation et quelle citoyenneté le Brésil souhaite-t-il à mettre en place au travers de sa politique d’inclusion par le patrimoine immatériel
